US’s new chip policy: Strict restrictions on AI technology for China and Russia

The Biden administration has implemented new rules to prevent China, Russia and other adversary countries from accessing US AI chips and technology. The policy is divided into three levels, with allied countries being given maximum access, while some countries will be banned completely.

WASHINGTON – The Biden administration plans to impose strict export restrictions on artificial intelligence (AI) chips. It aims to prevent advanced technologies from falling into the hands of China, Russia and other adversary countries. The move comes at a time when technological competition and geopolitical tensions are at their peak.

According to foreign media reports, the policy will be divided into three levels. The US and its allies will get full access to this technology, while countries like China, Russia and Macau will be completely banned.

The policy is divided into three levels

Level 1: Full access to allied countries

The US and its 18 allied countries, including Taiwan, Australia, Germany, France, Japan, South Korea, Sweden and the UK, will get access to US AI technologies without any restrictions. However, companies from these countries can install AI chips in other “level 2” countries, but this access will not exceed 7%.

Level 2: Limited access

Many other countries in the world, such as Eastern Europe, the Middle East, Mexico and Latin America, will get limited access to these technologies.

According to reports, such countries will be allowed to purchase up to 50,000 GPUs between 2025 and 2027. However, it is not clear which GPUs will be included in these.

Level 3: Complete ban

China, Russia, Belarus, Iran, Macau and other countries, which the US has put on the arms embargo list, will be completely deprived of these technologies.

Not just hardware, exports of closed AI model weights will also be banned. Hosting these powerful models in third-tier countries will be prohibited.

Steps for technical security

This new move is an attempt to maintain America’s technological edge and strengthen national security. The Biden administration believes that misuse of AI technologies could pose a threat to global stability.

Additionally, security standards will also have to be followed with exemptions given to allied countries. “Open models” have been exempted from these restrictions, allowing developing countries to get opportunities in the field of AI.

Technology experts believe that this policy will boost American companies, but it may have a negative impact on the global supply chain. Some critics say the move could prompt China and Russia to rapidly develop their domestic AI capabilities.
