CDRI Urges Coastal States to Protect Telecom Networks from Disasters

Telecom Networks in Coastal Areas at Risk: CDRI’s Urgent Warning

Coastal states like Tamil Nadu and Gujarat face growing threats to their telecom infrastructure due to natural disasters. The Coalition for Disaster Resilient Infrastructure (CDRI) has urged these regions to take proactive measures to safeguard their communication networks.

Why Protecting Telecom Infrastructure is Crucial

As climate change increases the frequency of natural disasters, critical infrastructure, including telecom networks, is at risk. Disruptions in telecom services not only impact communication but also hinder rescue and relief operations across other essential sectors.

According to CDRI’s recent report, titled “National and Sub-national Disaster Risk and Resilience Assessment Framework and Roadmap for the Telecommunications Sector,” telecom towers should be designed to endure wind speeds ranging from 150 kmph to 250 kmph. The report, created in collaboration with PwC, highlights the need for enhanced disaster preparedness in vulnerable regions.

Key Recommendations for Disaster-Resilient Telecoms

  • Mapping Fibre Optic Cables: The Tamil Nadu field office of the Department of Telecommunications (DoT) is advised to map out fibre optic cables in the state.
  • Undersea Cable Repairs: Quick deployment of repair ships for undersea cables, which are critical for international internet connectivity, should be prioritized.
  • Multiple Cable Landing Sites: To minimize connectivity disruptions, multiple cable landing sites across the coastal regions are recommended.
  • Fuel Supply for Power Backup: The report stresses the importance of maintaining ready-to-deploy fuel supplies. Just ₹5 lakh worth of fuel can revive multiple telecom towers affected by power outages due to floods or cyclones.
  • Elevating Diesel Generators: In flood-prone areas, telecom operators should elevate diesel generators to ensure uninterrupted power backup, even with minor flooding.
  • Cells on Wheels: To restore communication in disaster-hit areas, mobile base stations known as “Cells on Wheels” should be strategically deployed. States with shortages are encouraged to procure and provision more units.

Learning from Kerala’s Success

CDRI highlights Kerala as a model state, being the first to conduct a comprehensive audit of telecom assets affected by past disasters. This proactive approach has helped authorities and operators plan more effectively for future calamities.

Earthquake Risks and Insurance Solutions

The report also reveals a startling statistic: 27% of telecom towers across India are vulnerable to high earthquake hazards. CDRI emphasizes the need to enhance seismic resilience for these critical assets.

Additionally, the report suggests introducing parametric insurance to provide rapid financial relief to operators facing equipment damage during natural disasters.

Building Resilience for the Future

The CDRI’s report is a wake-up call for coastal and earthquake-prone regions to fortify their telecom networks against natural disasters. By implementing these recommendations, states can ensure uninterrupted communication during emergencies, safeguarding both lives and livelihoods.
